Since the beginning of the 21st century, France has significantly increased its military interventions. Over the past years, the French armed forces and their partners have developed and tested a robust doctrine in the law of armed conflict through their operations. This doctrine has allowed for the defense of the fundamental principles of international humanitarian law, while adapting them to the realities on the ground without ever compromising their essence, even in particularly complex contexts.
This Military Briefing with Joris Cuzin, Head of the Law of Armed Conflict Bureau in the Legal Affairs Department of the French Ministry of the Armed Forces, will provide an opportunity to address several key themes outlined in the recent French manual on the law of military operations. These include detention in the context of international armed conflict, the development of rules of operational engagement, and direct participation in hostilities. The presentation will then tackle future issues faced by military legal advisors, particularly in a context marked by the return of high-intensity armed conflicts and the emergence of new technologies.
Joris Cuzin, Chief Commissioner 2nd class, joined the French Commissioner Corps in 2004. Promoted to Captain Commissioner in 2008, he was deployed to Afghanistan in October 2009 as part of Task Force LA FAYETTE. In 2014, he joined the Legal Affairs Department of the French Ministry of the Armed Forces, where he was appointed Deputy Head of the Armed Conflict Bureau. After serving as an operational legal advisor on several missions, he was appointed Head of the Law of Armed Conflict Bureau in August 2022.
Military Briefings are a unique series of events relating to military institutions and the law. They aim to improve our students’ knowledge of military actors and operations and build bridges between the military and civilian worlds.

This online short course discusses the protection offered by international humanitarian law (IHL) in non-international armed conflicts (NIACs) and addresses some problems and controversies specific to IHL of NIACs, including the difficulty to ensure the respect of IHL by armed non-state actors.

After having followed this online short course, participants will know who the protected persons and goods are and what rules of IHL can be used for their protection in an international armed conflict. An overview of the rules applicable in non-international armed conflicts will also be given.

The IHL-EP works to strengthen the capacity of human rights mechanisms to incorporate IHL into their work in an efficacious and comprehensive manner. By so doing, it aims to address the normative and practical challenges that human rights bodies encounter when dealing with cases in which IHL applies.
